The proposal says we can claim via Fuse and Celo. Why should we, and how do we, if we should?
I understand CELO as enabling less well developed economies. Should those of us with robust banking systems etc participate?

The proposal has already been approved, although a new one is currently being voted on that proposes to increase it once to 50% instead of making it progressive.
Continuing with your questions, now that this GIP-12 proposal has been approved, you “must” claim in both to receive the maximum possible benefit so as not to lose those of the other network.
To claim in Fuse there is still the dapp and the application that has been used so far. To claim in Heat you must use the gooddapp at GoodDapp.org
At the time of making the official launch in CELO, support guides were launched in two languages English and Spanish to explain how to claim in Celo https://ubi.gd/Celo-guides

Thanks for your help. I did all the steps and claimed Celo twice. But now when I hit claim the activation never happens in my wallet.
